Jeff,

Page 22 of the actual document (page 27 using the slider at the bottom of the screen) is cut: https://archive.org/stream/2016HwySafetyPerfPlan#page/n25/mode/2up. Also beginning on page 294 of the document (page 298 on the slider): https://archive.org/stream/2016HwySafetyPerfPlan#page/n297/mode/2up

As for the first page dictating scaling for the entire document, does that mean that all of the pages should be oriented the same way as the first page in order to prevent cut pages throughout it? I'm thinking of documents where the first page is portrait and later pages are landscape. Do you have any advice to prevent pages from being cut?

it's not cropped. just use the magnification to reduce the size and you'll see the rest of the page.
